CITB Consensus Latest

Following consultation with the industry, CITB is currently reviewing feedback received on the draft Levy Proposals for 2026 ‐ 2029, which set out two options with different Levy exemption and reduction thresholds. The formal Consensus process will now take place as follows:

  • December 2024 ‐ Following recommendations from the Levy Strategy Committee, the CITB Board will approve the final Levy Proposal for in‐scope employers to vote on·
  • January 2025 ‐ CITB will publish the final Levy Proposal together with its strategic plan·
  • 10 February 2025 ‐ The Consensus survey will open
  • 21 March 2025 ‐ The Consensus survey will close.

As a ‘Prescribed Organisation‘, Build UK is required to formally consult its in‐scope members on the Levy Proposal during Consensus, and we will be sharing further information with nominated Levy representatives shortly.
A final reminder that employers registered with CITB who have not yet submitted their completed Levy Return 2024 have until 30 November to do so, otherwise they will lose eligibility for all 2024/25 grant claims, including apprenticeships, qualifications and short courses. Information Management Initiative

The CLC, working with nima, has launched the Information Management Initiative (IMI) with the aim of improving the management of information and data across the sector. Building on the BIM and IM mandates, the IMI sets out a sector‐wide directive, which includes over‐arching principles and a route map to a consistent approach to managing information by 2030, to deliver significant improvements in cost, value, health and safety, sustainability, and performance.

MOR Guidance Published

Build UK has produced an overview of Mandatory Occurrence Reporting which summarises the requirement under the Building Safety Act to notify and report certain types of building safety incidents and risks in HRBs to the BSR. Mandatory Occurrences are incidents and risks during the construction and occupation phases of an HRB that have caused, or if not remedied are likely to cause, the death or serious injury of a significant number of people and involve structural failure and/or the spread of fire or smoke in the building.

Dutyholders must establish and operate a MOR system and our guide includes a template MOR system for use during the construction of HRBs to help ensure a consistent approach across the supply chain. This guide is intended for Build UK members only and please do not share via websites or social media.

Build UK has also updated its guide to the building safety regime to reflect publication of the MOR guide and other updated guidance including the Safety Case toolkit

Building Safety Culture Change ‐ Have Your Say

The Building Safety Regulator (BSR) is developing a framework to introduce consistency and structure around the topic of building safety culture change. Its new project, Facilitating Culture Change in the Built Environment, aims to set out what high‐level factors drive a positive building safety culture and support organisations and individuals within the sector to improve culture.

The BSR is looking for feedback from businesses across the supply chain on its draft culture framework to make sure it will work across diverse professions and trades. The BSR will be hosting a series of online focus groups in December and January, and any members interested in participating should submit an expression of interest to the BSR.

The initial findings will be presented at our first Building Safety call of 2025 on Tuesday 28 January and your nominated Building Safety representative should have received a calendar invitation directly.

Building Safety Update

A group of Build UK members has developed a training course which provides an overview of the Building Safety Act. It is available as an e‐learning course with members eligible for a 20% discount using the code ‘bsabuild24’ and for delivery in‐house by 3B Training with CITB‐registered employers receiving a £60 grant for each individual completing the course.
